Logic strains itself in national unity debate

While the federal government gets into the unity debate through various means consider the following:

Lucien Bouchard says Canada is divisible but Quebec is not. Jean Chretien says if Canada is divisble so is Quebec.

The separatists began the idea of Quebec partitioning itself off from Canada saying it was a perfectly peaceful and democratic process. But a PQ minister now says that to talk about partitionaing Quebec in any way would be undemocratic and would lead to violence.

Why is the federal goverment waiting for the PQ to hold a referendum? Why does it not have its own referendum in Quebec and elsewhere on various relevant issues such as devolution of powers to the provinces and Aboriginal self government?
