Dear Friends,
I have just a few comments. Though I appreciate the Prime Minister's quick
post-referendum attempt to make good on his last-minute referendum promises, these reforms
are insufficient. Much more is needed if we are to convince Quebecers to remain in Canada.
The offers must be constitutional in nature, not legislative, and they must be
substantial. Of course, this carries the risk that a Premier Bouchard Government would
reject categorically any such offers and do all he can to precipitatae another crisis.
But, based on my discussions with numerous separatists, ie. friends, relatives, etc., if
the federal offer were substantial enough and the federalists used the same effective
means of propaganda as the separatists, Quebecers would insist that Bouchard seriously
deal with the offer. Remember that only 30% of Quebecers are hard core separatists.
Leadership on the part of the federal government and other federalists will especially be
required to combat hardening opinions in Western Canada and elsewhere. People are
understandably fed up with our perpetual attention to Quebec at the detriment of other
economic issues. However, this is our last chance. In my opinion, Quebec separation may
trigger the complete dismantlement of Canada. This would be worst than giving recognition
of what is an obvious fact - Quebec is a distinct society.
